Governance and Management of GUP
GUP attaches high priority on good governance, accountability and transparency, operating according to approved constitution of the organization. It runs through a consultative process mainly based on three types of organizational structures:
a) General Council
b) Executive Committee
c) General Administration.
GUP’s General Council consists of 27 highly qualified general members. The members of the general council elect the Executive committee (EC) and approve all the activities of the organization. Executive Committee consists of 9 members. The Executive Director of GUP acts as the general secretary of the committee. The duration of the committee is for 2 years. It is the zenith body of the organization having the authority to frame policies and guidelines for operation of the organization. The Executive Director, accountable to EC, shoulders the overall responsibility of implementation and management of the organization and its Programs/ projects along with a team of professional and support staff.
At present including field staff, support staff and professionals, GUP has a total of 466 staff (294 male and 172 female) having wide experience in the field of management, agriculture, livestock and fisheries, environment, health, sanitation, education, community mobilization, women empowerment, disaster management, conflict resolution/ peace promotion and micro credit operation. Coordinator of each Program is responsible for respective Program activities. Under the Program coordinator, there are assistant coordinators, supervisors and extension workers.
To assist the Program coordinator, there is a field management committee (FMC) at the field level headed by regional director. The Field Management Committee (FMC) is composed of the coordinators/ managers of different Programs. On the top of the regional director, there are directors for overall policy guideline, supervision and implementation. For over all management of the organization, there is a Senior Management Committee (SMC) headed by the executive director. The SMC is responsible to the Executive Committee.
The SMC sits together at least once in a month to discuss the issues and findings generating from the fields and takes decisions for proper management and smooth implementation of the activities. However, most of the policy matters are discussed in the Executive Committee (EC) meeting. All the decisions are taken in consultative and participatory manner.
